The role of labor collectives in the activation of the human factor
The author of the article, touching upon the important issues of further improving the production activities of ship crews in the new economic conditions, focused all attention on the justification of the possibility of eliminating the institute of first mates. It would be wrong and premature to agree with V. Mekhanik's proposal to reduce the position of a ship's political officer everywhere at the present time.
When considering this issue, it should be borne in mind that in the conditions of restructuring and renewal of all aspects of the life of our society, the further development of glasnost and democracy, strengthening discipline, order and organization, increasing the production and socio-political activity of workers, the role of Marxist-Leninist, ideological and moral hardening of Soviet people is immeasurably increasing, which can be ensured by conducting daily purposeful political, educational, ideological work. It is the first mates of the captains, coordinating and directing the activities of public organizations, who are called upon to directly solve this most important task on ships. The reduction of the position of first mate on all ships of foreign navigation, which the author of the article suggests, would undoubtedly lead to a decrease in the level of political and educational work in the crews.
At the same time, in accordance with the decision of the MMF board, taking into account the increased role of labor collectives, public organizations in activating the human factor, educating workers of responsibility and initiative, high moral, political and business qualities, it is planned to implement a differentiated approach on the part of the management and party committees of shipping companies to determine the expediency of sending the first mate to or another vessel, taking into account the number of crew, the navigation area, the characteristics of the voyage, as well as the readiness of the captain and the secretary of the party organization to conduct effective political and educational work on the ship at sea.
As an experiment , a number of shipping companies practice the appointment of the first mate for 2—
3 vessels, as well as the performance of the duties of a ship's political officer during his vacation by the secretary of the ship's party organization.
At the same time, the Ministry is taking measures to strengthen the institution of first assistants to captains at the expense of reputable commanders with practical experience in socio-political work, who could combine the main duties of a political worker with the performance of work in one of the marine specialties, including watchkeeping.
The question raised by V. Mekhanik is largely due to such phenomena as the reduction in the number of crews, the aging of the fleet, and at the same time the growth of professional training of sailors, their ideological and political level, the process of democratization of ship life.
Thus, there are two sides to this problem — political and economic, and, apparently, today it definitely cannot be solved. Nevertheless, compromise attempts of this kind are already part of the practice of crews. This includes the leadership of the first mates of the captains of a group of ships, and their watchkeeping, and the combination of specialties.
